Rogers High Speed Internet Test
The speed test you want to use for Rogers one ... not the tests on this site.

This will determine if your slowdowns and ping increases are outside Rogers network or between you and Rogers network.

If I were looking at this, I'd suggest a few possibilities ...

If you're using a router, make sure none of the other computers connected to it are using the connection while the speedtests and pingtests are going on.

If you're using a wireless router, make sure it's locked down and nobody else is using your connection.

Make absolutely sure you're malware and virus free. so do a scan with the specific software.

That ping and speed both appear to be simultaneously impacted implies significant congestion somewhere and the fact that it quickly clears is good.

If going to the Rogers speedtest produces no evidence of slowdowns, then it is a problem outside Rogers network, although given that it happens on all 3 smoke ping destinations and the speed test server, it doesn't seem likely.

The problem isn't severe enough for Rogers to pay any attention to this.
